OVERVIEW

The purpose of this document is to establish procedures governing the Mississippi Lottery's Wheel of Fortune® 2nd Chance promotion and associated drawings. These rules and procedures supersede any other information regarding this promotion and associated drawings.

The Mississippi Lottery Corporation reserves the right to change or supersede any outlined procedures. Additional draw procedures associated with this drawing may be implemented at a later date as necessary.

This promotion is void where prohibited by law.

PROMOTIONAL SYNOPSIS

Play the Mississippi Lottery's $5 Wheel of Fortune Scratch-off (Game #087) and enter any non-winning tickets into the 2nd Chance promotional drawing. 2nd Chance promotional prizes include thirty (30) Winner's Choice™ promotional prizes and one (1) one hundred-thousand-dollar ($100,000) prize.

1. DRAWINGS and PRIZES

There shall be six (6) Winner's Choice promotional drawings. Each Winner's Choice promotional drawing shall award five (5) Winner's Choice Prizes. A final 2nd Chance promotional drawing shall occur at the close of the game for the one hundred thousand-dollar ($100,000) prize. Players must enter their non-winning tickets at https://secondchance.mslotteryhome.com/ by the entry deadline(s). Each entrant may win only one (1) Winner's Choice promotional prize in the promotional event.

Sales of Game #087 and acceptance of entries for the 2nd Chance promotion drawing shall begin on February 1, 2022. The relevant dates and associated prizes to be awarded are as follows:

2. HOW TO ENTER

To enter the Mississippi Lottery Wheel of Fortune 2nd Chance promotional drawing, go to https://secondchance.mslotteryhome.com/ . A player must complete the free, one-time registration and complete the entry form including the required ticket number from any valid non-winning Mississippi Lottery $5 Wheel of Fortune Scratch-off (# 087) to enter. The Mississippi Lottery does not sell or use your information for any purpose other than as a convenience for your entry, as contact information should you win, and for informational emails.

For each unique non-winning Wheel of Fortune scratch-off entered, a player shall receive one (1) entry. Entries for each drawing must be received prior to 11:59:59 p.m. CST on the date of the drawing Entry Deadline. Entries are not valid for any other promotional offers. Each entrant may win only one (1) Winner's Choice promotional prize for the promotion.

Entries not selected in a particular Winner's Choice promotional drawing will not be eligible for subsequent promotional drawings in the promotion, except for the final, one hundred-thousand-dollar ($100,000) cash prize drawing at the close of the game.

Only valid internet entries shall be accepted. Hand delivered, courier, or mail entries shall be disqualified.

3. DRAWING PROCEDURES

a) Requirements

    1. Entries shall be maintained by the Mississippi Lottery's designated agent, IGT Global Solutions Corporation or and its subcontractors (referred to as "IGT"), which shall conduct the 2nd Chance promotional drawings.

    2. Players must successfully submit the valid non-winning #087 Wheel of Fortune ticket's front and back numbers.

    3. Player information necessary for fulfillment (entrant's name, complete address, phone number and e-mail address) shall be captured from the Mississippi Lottery's 2nd Chance promotional website. The Mississippi Lottery and its designee(s) are not responsible for player information that is outdated or erroneous or when a player is unreachable after being selected as a winner. It is the responsibility of the player to maintain up-to-date and accurate email, name, address, and phone number when entering their information. Failure to do so may lead to disqualification.

    4. At the time of submission, the entry shall be verified against a valid ticket list. Once a ticket is registered, it cannot be registered again. Once a ticket is successfully entered, the player shall receive an on screen "entry accepted" prompt.

    5. The captured entries shall be stored in a secured electronic file until each entry deadline.

    6. Once the valid entry period expires, the file shall be prepared for the random selection process.

b) Random Selection Process

    1. IGT shall provide the Mississippi Lottery with the development of a promotional website designed to provide details about the 2nd Chance promotion.

    2. IGT shall provide 2nd Chance promotional drawing services for the Mississippi Lottery. The drawing(s) shall be conducted in strict accordance with Mississippi Lottery procedures, promotion rules and regulations as provided to IGT.

    3. An independent auditor shall be present to verify the winners and that drawing procedures were followed as outlined in this document.

    4. Using a secure draw system with a random number generator (RNG), the drawing manager shall establish a file comprised of the unique/non-duplicated entry numbers from the electronic entries.

    5. There shall be six (6) Winner's Choice promotional drawings conducted on a monthly basis and one (1) drawing for one hundred thousand dollars ($100,000) cash upon the game's close:

      a. Using a secure certified Random Drawing application, the IGT Drawing Manager shall be responsible for uploading the file of internet entries into the Random Drawing application.

      b. The IGT Drawing Manager shall execute the draw application, which randomly selects entries from the draw entry file to produce the desired number of candidates and alternates.

      c. An output document identifies the winners and confirms the winner selection process. The output document shall be sent to the Mississippi Lottery via Secure FTP site.

      d. The entries shall be evaluated by the Mississippi Lottery to determine that the entrants meet the qualification/validation criteria and general rules.

    6. Using the RNG, five (5) entries for each Winner's Choice promotional drawing shall be selected as prize winners for that promotional drawing. One (1) entry for the one hundred thousand-dollar ($100,000) drawing shall be selected as prize winner for that drawing at the time the game closes.

    7. An additional twenty-five (25) "alternate" entries shall be randomly drawn from the remaining entries to reserve in the event that the entries do not meet the required criteria to qualify as a winner.

    8. Limit one (1) prize per person. Any entry selected with a duplicate name subsequent to that person's first entry shall be disqualified from the drawing.

    10. The Mississippi Lottery reserves the right to change or alter these rules at any time due to unforeseen circumstances.

4. VALIDATION

The listing of selected winners and alternates shall be securely sent to the Mississippi Lottery immediately after verification of drawing process. The list of all winners and alternates shall include winner's name, address, daytime phone number, and validation number.

5. WINNER NOTIFICATION AND CLAIMING 2ND CHANCE PROMOTIONAL DRAWING PRIZES

    a) 2nd Chance Promotional Drawing Prize Notification: The Lottery will notify the 2nd Chance promotional drawing winner of a 2nd Chance promotional drawing by Certified Letter, Return Receipt Requested, via the U.S. Postal Service. The winner must follow the "How to Claim Your Prize/Winnings" instructions posted at www.mslotteryhome.com.

    b) Time Limits for Claiming 2nd Chance promotional drawing Prize: A winner of a 2nd Chance promotional drawing has 10 business days from the date of receipt of the certified letter in which to claim the prize.

    c) Forfeit 2nd Chance promotional drawing Prize: If the Lottery determines a 2nd Chance promotional drawing winner(s) and all alternate winners of a 2nd Chance promotional drawing are ineligible or fail to claim the prize within the time limits set by the Lottery, or if the entry and all alternate 2nd Chance promotional drawing winning entries selected for that drawing are invalid, then the 2nd Chance promotional drawing prize is forfeited by the 2 nd Chance promotional drawing winner and becomes an unclaimed prize. By law, all unclaimed prize money shall be added to the pool from which future prizes are to be awarded or used for special prize promotions, at the sole discretion of the Mississippi Lottery Corporation President.

    d) Claim Forms: As a condition of receiving a 2nd Chance promotional drawing prize, the Lottery requires the winner to submit a claim form and acceptable forms of identification, as delineated on the claim form, to the Lottery. To be valid, the completed claim form must contain the required information, such as name, address, signature or identifying mark, social security number and accompanied with a photo ID. A valid claim form and requisite identification must be received by the Lottery within the applicable time period for claiming a 2nd Chance promotional drawing prize. An invalid claim form will not be accepted by the Lottery. The Lottery is under no obligation to notify a claimant that their claim form is invalid. At any time, the Lottery may require the claimant to present valid proof of identity to confirm the claimant is the registered member whose information is on file with the Lottery. A claimant who is unable to present valid identification upon request is ineligible to receive a 2nd Chance promotional drawing prize.

6. FULFILLMENT

The Winner's Choice prizes shall be fulfilled by IGT upon validation and winner claim. The one hundred thousand-dollar ($100,000) prize shall be fulfilled by the Mississippi Lottery upon validation and winner claim.

From the time that the Mississippi Lottery validates the winner of a Winner's Choice prize, IGT shall contact the winner within ten (10) business days to begin making arrangements therefor.

Winner's Choice prize winners shall have eighteen (18) months from being verified as a winner to select his or her prize, and, if applicable, book and take their trip.

Standard withholding state and federal taxes associated with the Winner's Choice prizes are included in such prize. IGT shall withhold and deposit all applicable federal withholding taxes on behalf of the VIP Prize winner. In addition, IGT shall issue the proper IRS Form W-2G to the Trip Prize winner.

Unless otherwise specified by the Mississippi Lottery, if a Winner's Choice prize winner selects a trip prize and fails to attend the trip, the winner will forfeit the prize (with the exception of spending money, if applicable) and will still be liable for the full tax liability.

In the event a Winner's Choice prize is not claimed by a winner, the Mississippi Lottery may assign the prize to an alternate winner under the same terms and conditions as specified herein, provided the prize is still available and time requirements have not lapsed.

Each Winner's Choice prize winner, as a condition of eligibility to receive the prize, must sign a waiver, release, and consent that waives and releases the Mississippi Lottery, and IGT, their agents and retailers and each of their respective officers, directors and employees from any claims, suits, liabilities, actions, damages, loses, costs and expenses incurred in connection with the prize.

7. TRIP PRIZE DESCRIPTION

The Winner's Choice Prizes are:

    a. $5,000 Cash

      • A check for five thousand dollars ($5,000) to be awarded within approximately one month of prize selection

    b. The Real Wheel Experience:

      • Round-trip airfare for two (2) to/from Los Angeles International Airport (LAX) in Los Angeles, CA;

      • Ground transportation to/from LAX and hotel;

      • Four (4) days, three (3) nights double occupancy hotel for two (2);

      • Sony Studios tour for two (2), subject to state and local COVID-19 closures and restrictions;

      • Two (2) tickets to taping of Wheel of Fortune at Sony Studios, subject to state and local COVID-19 closures and restrictions;

      • A Wheel of Fortune® merchandise pack; and

      • One thousand, five hundred dollars ($1,500) spending money, to be awarded approximately two (2) weeks prior to departure

    c. Take a Spin on the High Seas:

      • Round-trip airfare for two (2) to/from domestic port of sailing;

      • Hotel in departing port city for two (2) for night before sailing;

      • Seven (7) day, six (6) night Carnival Cruise for two (2);

      • Ground transportation from airport to hotel, hotel to port, port to airport;

      • Six hundred dollars ($600) of onboard credit; and

      • Wheel of Fortune merchandise pack

    d. Spin in the City of Lights

      • Round-trip airfare for two (2) to/from McCarran International Airport (LAS) in Las Vegas, NV;

      • Ground transportation to/from LAS and hotel;

      • Four (4) days, three (3) nights double occupancy hotel for two (2) on the Las Vegas Strip;

      • Wheel of Fortune merchandise pack; and

      • One thousand, five hundred dollars ($1,500) spending money, to be awarded approximately two (2) weeks prior to departure

    e. VIP Trip in the Magnolia State:

      • Four (4) days, three (3) nights double occupancy room at the Beau Rivage Hotel & Resort in Biloxi, Miss.;

      • Two (2) Wheel of Fortune merchandise packs;

      • A five-hundred-dollar ($500) credit to either resort's spa or Topgolf Swing Suite;

      • Autographed photographs of Pat Sajak and Vanna White;

      • One thousand dollars ($1,000) travel allowance, to be awarded approximately two (2) weeks prior to departure; and

      • One thousand, five hundred dollars ($1,500) spending money, to be awarded approximately two (2) weeks prior to departure

8. GENERAL RULES

  • By submitting an entry, entrant agrees to the rules set forth in this document, Mississippi Lottery Rules, and Mississippi State and Federal Law.
  • Player must be at least 21 years of age to enter promotion and to claim a prize.
  • Mississippi Instant Scratch-off Wheel of Fortune (game #087) tickets must have been purchased between February 1, 2022 and the game's close date, and have been sold by a Mississippi Lottery licensed Mississippi Lottery agent (past or present) or by the Mississippi Lottery. Tickets found to be located in a stolen inventory status or not part of a valid sold, activated, or promotional inventory status shall be disqualified.
  • Only online entries shall be accepted. Mailed or courier delivered entries shall be disqualified and shall not be returned. Neither the Mississippi Lottery nor its designee shall be held responsible for mailed or courier delivered entries.
  • The player is responsible for providing accurate and current contact information during entry. The Mississippi Lottery is not responsible for player information that is outdated, omitted, or when a player is unreachable after being selected a winner. It is the responsibility of the player to provide and maintain up-to-date and accurate, name, address, and valid phone number.
  • No player shall be selected for more than one (1) prize in the monthly drawing. This rule shall, in no way, prohibit multiple entries.
  • The Winner's Choice prize winnings are treated as Mississippi Lottery game winnings. Withholdings may occur for winners who have delinquent debt and/or have outstanding child support arrearages.
  • Neither the Mississippi Lottery nor any of its retailers are responsible for entering qualifying tickets on behalf of a player.
  • The Mississippi Lottery and its designated agent(s) are not responsible for failure of an electronic device, communication or any technical aspect of the entry process that may fail due to human error by the entrant or malfunction of a mobile device or computer.
  • Draw results shall be posted on the Winners tab of https://secondchance.mslotteryhome.com/ following verification.
